The Rivers State House of Assembly has moved a motion for the impeachment of Governor Siminalayi Fubara on the following grounds:
🔘Failure to Present Appropriation Bill:
Refusal to present the Rivers State Appropriation Bill, 2024 to the Rivers State House of Assembly, violating Section 121(1)(2) of the Constitution.
🔘Unauthorized Financial Activities:
Approval of withdrawals from the Consolidated Revenue Fund without an appropriation law, contrary to Section 120 of the Constitution.
🔘Authorization of expenditures from the Consolidated Revenue Fund after the Assembly declared a shutdown on government spending, violating Section 122 of the Constitution.
🔘Disregard for Judicial Orders: Defiance of multiple court rulings, including the Federal High Court and Supreme Court orders mandating the presentation of the Appropriation Bill and halting state fund releases until a proper appropriation law is enacted.
🔘Obstruction of Legislative Functions:
Hindrance of the Rivers State House of Assembly from performing its constitutional duties.
🔘Ordering and supervising the demolition of the Assembly Complex in violation of a court order to preserve the institution.
🔘Contempt of Court: Making appointments and engaging with unauthorized legislative bodies in defiance of court orders, including judgments prohibiting dealings with any House other than the one led by Rt. Hon. Martin Chike Amaewhule as Speaker.
🔘Withholding of Legislative Funds and Salaries:Seizure of funds allocated to the Rivers State House of Assembly since April 2024, obstructing its operations.
🔘Withholding salaries of Assembly members and the Clerk in defiance of court orders ensuring the House’s financial independence.
